Flash flooding is either happening or will start shortly. **Local impacts:** Expect flash flooding on small creeks and streams, across highways, streets, and underpasses, and in low-lying, poor-drainage areas. Palo Duro Canyon sits inside the warning — campers and hikers there should treat rising water as an emergency. **What to do:** Do not drive on flooded roads.
