UPDATE — Sunday, November 8, 4:13 PM AST: The warning remains in effect. Highway PR-31 at kilometer 8.0 is still closed under flood water, and the Rio Blanco gauge in Naguabo has reached 11.39 feet, moderate flood stage. Two to three and a half inches of rain have fallen, with another half inch to an inch possible. Flash flooding is already happening.

Fajardo, Puerto Rico — The National Weather Service in San Juan has issued a Flash Flood Warning for Ceiba, Fajardo, Luquillo and Naguabo in Puerto Rico, in effect until 5:45 PM Atlantic Time today, Sunday, November 8.

What is happening:

Doppler radar shows thunderstorms producing heavy rain across the warned area. Between 1 and 3 inches of rain have fallen, and another 1 to 2 inches are possible. Flash flooding is ongoing or expected to begin shortly.

Local impacts:

Flash flooding of small creeks and streams, city streets, highways and underpasses, along with other low-lying and poor-drainage areas. Streams and drainages in the warned area include the Rio Pitahaya, Rio Gurabo, Rio Mameyes and the Quebrada Fajardo to Laguna Grande coastal drainage.

What to do:

Turn around, do not drown. Never drive through a flooded road. Most flood deaths happen in vehicles.

Stay aware of your surroundings and do not drive on flooded roads.

Report flooding you see to local emergency services or law enforcement when you can do so safely, and ask them to pass the report to the National Weather Service.

If water is rising around you, get to higher ground immediately.
