Between 1 and 4 inches have already fallen, with downpours falling at 1 to 2 inches an hour, and 1 to 2 more inches could land before midday. Flash flooding is underway or about to begin. **Local impacts:** Small creeks and streams will rise fast, and urban areas, highways, streets, and underpasses could flood, along with low spots and areas with poor drainage.
