**What is happening:** The governor toured flood-hit areas of northern Lancaster County on Thursday alongside the Nebraska Emergency Management Agency's assistant director Erv Portis, the Nebraska National Guard, Lancaster County officials and the Lower Platte South natural resources district. After a briefing on the latest conditions, Pillen signed the emergency proclamation on the ground in the affected area.
**Local impacts:** Record-setting rainfall fell across southeast Nebraska, flooding roadways badly enough that stranded motorists had to be rescued from the water in some areas. The declaration directs state and federal agencies to cooperate with and support the state's adjutant general, who also leads the Nebraska Emergency Management Agency. NEMA is now working with FEMA, the Small Business Administration and the Natural Resources Conservation Service to line up resources while damage assessments are compiled — those assessments will determine what aid is available to individuals, businesses and others hit by the flooding.
**What to do:**
- Never drive through flooded roads — turn around, don't drown.
- If you see water rising around you, get to higher ground immediately.
- Keep clear of flood-damaged areas so rescue and recovery crews can work.
